The local Sakura performances are being held in the courtyards of some government buildings. On the first night there was this guy singing, 200 yen sakura udon, and Haiku writing.  It was extremely pleasant to say the least.  It was mostly older individuals or parents with small children.  Most of the drinking is done by the sakura alongside the river.  Above the singer was the lit up sakura trees giving the entire area a pink tinge. Very photogenic.
